Environmental Regulations Impacting the Refrigeration and Air Conditioning Industry

The refrigeration and air-conditioning industry is rapidly shifting toward refrigerants with lower environmental impact.

History and Current Status of Fluorocarbon Regulations

CFC/HCFC (First-Generation Refrigerants):CFCs (Chlorofluorocarbons) and HCFCs (Hydrochlorofluorocarbons), which were widely used in early refrigerators and air-conditioning systems, were identified as causes of ozone depletion and global warming due to their high Ozone Depletion Potential (ODP). Their complete phase-out was mandated under the Montreal Protocol adopted in 1987.

HFC (Second-Generation Refrigerants):Developed as alternatives to CFCs and HCFCs, HFCs (Hydrofluorocarbons) have zero ODP. However, their high Global Warming Potential (GWP) led to the international agreement for phased reduction under the Kigali Amendment adopted in 2016.

HFO (Third-Generation Refrigerants):HFOs (Hydrofluoroolefins), regarded as next-generation refrigerants, feature both zero ODP and extremely low GWP. Due to their superior environmental performance, they have attracted significant attention in recent years.

HighChem began supplying HFO products in 2025 through its partnership with Jiangxi Artsen Chemical Co., Ltd. ("Artsen Chemical"), a specialized HFO manufacturer in China.

Stable Supply System:Artsen Chemical commenced operation of its manufacturing plant in Jiangxi Province, China, in June 2025. The facility has annual production capacities of 10,000 tons for HFO-1233zd(E) and 2,000 tons for HFO-1233zd(Z).

Cost Competitiveness: Integrated production from key raw materials enables both stable supply and competitive pricing.

While HFO refrigerants have long been recognized for their environmental benefits, supply stability has remained a challenge. Through this partnership, HighChem has established a reliable supply framework.
